This is a letter appointing Henry H. Bell to Commodore of the US Navy, Bell would lead a distinguished career in the Navy and eventually rise to the rank of Admiral. He participated in the liberation of New Orleans during the Civil War, and lead the initial American response to the Rover incident on the coast of Taiwan.
